Appealing For A Permit

If you are appealing for an exceptional circumstances or health access permit these applications are available.

Please ensure that you are not eligible for a Student Parking Permit before you appeal.

Appeals will only be accepted if you have a health, medical condition or an exceptional circumstance that means that you are not able to use alternative transport.

Health or medical condition

You will need to download and complete the relevant campus health access appeal form below. Then upload this form to your application.

Once you have completed this form fully (including all signatures and stamps) and you are fully registered as a student, you can apply for a Health Access Permit. 

Please note: You do not need to be registered with the University Medical Centre for them to review your application for a Health Access parking permit. 

If you do not have a Government Blue Badge but have a health or medical condition that means you are unable to use public transport or your mobility to walk is restricted and you have to use a car; you may appeal for a Health Access Permit. 

  • Canterbury students health access permit applications to support Mental Health and Wellbeing/Short term injury should be submitted directly to the University Medical Centre
  • Canterbury students health access permit applications to support Disability, SpLD and Neurodiversity should be submitted directly the University of Kent Student Support and Wellbeing Team
  • Medway students health access permit applications are all to be submitted to the Medway Wellbeing Team.

Your application will be considered by the University Medical Centre. You do not need to be registered with the Medical Centre for them to consider your appeal.

1. Email the completed form and any supporting documentation to mcentre@nhs.net  your covering email must include details of why the permit is required and any information relevant to your request.

2. Your request will be considered from the information provided, the Medical Centre will complete the form confirming if a permit should be issued, and if agreed the type and length of permit.

3. The completed form will be emailed back to you with a copy sent to the University Transport Team

4. Upload a copy of the completed form to your online Health Access permit application (see steps below).

Your application will be considered by the University of Kent Student Support and Wellbeing Team.

  • 1. Email the completed form and any supporting documentation to kentssw@kent.ac.uk  your covering email must include details of why the permit is required and any information relevant to your request.

    2. Your request will be considered, the Team will contact you if any further information is needed, Student Support & Wellbeing will complete the form confirming if a permit should be issued, and if agreed the type and length of permit.

    3. The completed form will be emailed back to you with a copy sent to the University Transport Team

    4. Upload a copy of the completed form to your online Health Access permit application (see steps below)

    1. Log into permit system, check the box to confirm that you have read and accept the terms and conditions and click 'Sign into my account'

    2. Select Permit application, apply for a permit

    3. Select the permit category - student health access

    4. Select the zone you require parking for

    5. Select the date when you require your permit to start. Note the expiry date will be defaulted depending on the permit type

    6. Under applicant details, add your daytime contact number and ensure all other personal details are completed correctly

    7. Provide details of the vehicle you wish to park on campus

    8. Answer the additional questions

    9. Once application is fully completed click the 'Next' button

    10. If you have received a copy of the completed form back from the relevant team you need to upload this to your application - select proof docs tab and follow instructions to upload the form

    11. Review your answers and if all are correct check the box if you agree to the terms and conditions

    12. Click 'Proceed'.

    When the Transport Team receives the completed form from either the University Medical Centre (for Canterbury students) or the Medway Student Support and Wellbeing Manager (for Medway students); the Transport Team will update your application as follows:  

    If the permit has been agreed

    You will receive an email offering the permit and advising you of the cost

    Follow the link within the email and make an online payment for the permit, which will activate your virtual permit.

    Once payment has been received you will receive an automated email confirming the permit details, which zones it is valid for and the dates it is valid until. Once you have received this email you will be able to park on campus in accordance with the permit that has been issued.

    If the permit has not been agreed

    The Transport Team will decline your application and you will receive an automated email informing you that your appeal was not successful and you will be unable to park on campus Monday to Friday 8am to 5pm.

    Exceptional circumstance

    Please review the appeal categories to ensure that your exceptional circumstance will be considered for a parking permit. Ensure you have written a clear statement and provide all the evidence that will assist with demonstrating your reasons for your appeal and why public transport is not suitable to use.

    The Parking Panel will review your appeal alongside travel information and other facts available to them to make their decision.

    This document includes the categories in which you can appeal for a student exceptional circumstances permit to park and the minimum evidence that is required to be submitted. 

    Please note: The evidence provided in your appeal is to assist with the Parking Panel decision it does not guarantee a parking permit.

    1. Complete the exceptional circumstance appeal form and personal statement. Ensure all the evidence is recently dated and demonstrates why public transport is not practical for the reasons of your appeal. You will need to have completed your student registration to be able to submit the online application

    2. Log into permit system, check the box to confirm that you have read and accept the terms and conditions and click 'Sign into my account'

    3. Select Permit application, apply for a permit

    4. Select the category -Student exceptional circumstances

    5. Select the parking zone

    6. Select the date when you require the permit to start

    7. Applicant details, add your daytime contact number and ensure other personal details are completed correctly

    8. Provide details of your vehicle

    9. Answer the additional questions

    10. Once application is completed click 'Next'

    11. Select proof docs tab, upload form and supporting documents

    12. Review answers, if correct accept terms and conditions

    13. Click 'Proceed'

    Email your exceptional circumstance appeal form and supporting documentation to TransportTeam@kent.ac.uk. The Transport Team will forward your completed application to the University Parking Panel and advise you of their decision. If your appeal is successful the Transport Team will provide details of how to apply for the permit you are entitled to. If your appeal is rejected you will not be able to park on campus Monday to Friday 8am to 5pm.  

    When the Transport Team receives the completed form, this will be forwarded to the University Parking Panel to consider the permit appeal.   

    If your appeal is successful

    You will receive an email offering the permit and advising you of the cost.

    The implementation and management of these Regulations, on behalf of the University and Vice- Chancellor, is the responsibility of the Director of Estates, with operational management delegated to the Head of Traffic Management & Travel, Head of Security and members of the Parking Panel

    The Parking Panel is a delegated operational management group, by the University Council, to review all appeals for parking permits to ensure that appeals are reviewed fairly and provide a consistent approach in decisions.

    The panel members include:

    • Head of Traffic Management and Travel,
    • Head of Security and/or Deputy Head of Security
    • An elected member of Kent Union,
    • A College Master
    • Head of FM and/or Medway FM Manager

    A member of the Transport Team will be secretary to the meeting to ensure that each appeal received is presented and the decision of each appeal is recorded. They are also responsible to ensure that the appellants are sent the Parking Panel decision within 5 working days.

    The Parking Panel endeavor to meet every 3 weeks to discuss exceptional circumstance appeals from September to June. The number of times they meet may be reduced during the Summer Vacations. For a Parking Panel meeting to take place there must be a minimum of 3 members present.    

    • We are committed to support the University’s commitment to reduce car use and Local Authorities to reduce carbon. Public Transport will be considered the main mode of transport that is used unless it is clearly demonstrated why this is not an option. The Parking Panel does not usually consider the cost of travel as a reason to appeal. 


    • Road Safety elements are considered. For example, they will review if it is safer to use public transport instead of a car if the appeal is seeking for a permit that means that they may be driving in a distressed state. 


    • The Parking Panel will not accept any exceptional circumstance appeal for health reasons. Please refer to the Health Access appeal process above. The Parking Panel will not be able to override a University Medical Centre GP's decision, as the panel are not health experts..

    General appeal queries

    The parking zones are allocated according to the information supplied by the University Medical Centre or Student Support and Wellbeing at Medway for the Health Access permits, and by the Parking Panel for Exceptional Circumstance permits.

    Therefore, when the permit is issued the parking zones may differ to the zones applied for online.  

    Your account details are updated from your student account on Kent Vision, log onto Kent Vision to update any incorrect personal details, then log back onto the permit system
