About

Noemi is a Lecturer in Law. Their research focusses on critical migration and borders studies, vulnerability and queer theory, and critical approaches to international law. Their current project examines gendered constructions of vulnerability in the anti-trafficking framework, with a focus on trafficked adult men and access to protection. In parallel, Noemi has been conducting collaborative strategic litigation on border violence alongside other founding members of de:border // migration justice collective. The collective is currently leading cases on, inter alia, the externalisation of border control in the Mediterranean and the Aegean.

Before joining Kent Law School, Noemi taught International Migration Law, European Migration Law, Contemporary Issues in Human Rights Protection, and European Union Law at the University of Galway, and has been consulting with the British Institute of International and Comparative Law on anti-trafficking law and policy. In their capacity of Legal Adviser to the United Nations Special Rapporteur on Trafficking in Persons, especially Women and Children, Noemi has contributed to reports on the non-punishment principle and trafficking for the purpose of forced labour and forced criminality. 

Research interests

Noemi’s work is primarily interdisciplinary. The perspective adopted in their research is heavily grounded in critical approaches to international law and queer theory, and it is applied to regimes of border control and movement policing.
