Dr Ulrike Hotopp

Ulrike Hotopp is Chief Economist at the economic research based consultancy Simetrica. She  is an economist with expertise in impact assessment and evaluation based on 16 years' of experience in the UK Government Economic Service. Her work has covered Environmental and Agricultural Economics, Energy, Labour Markets, Health and Safety policies. Of this, she spent four years as the Chief Economist at the Department for Environment, Food and Rural Affairs (Defra). In this role she was responsible for the Department's R&D budget and over 200 analysts. Prior to that she led on appraisal and evaluation methodology in the Department for Business, Innovation and Skills (BIS). In this role she contributed to the development of the Magenta Book, the UK Government's central guidance on evaluation. She has led cross-European projects evaluating labour market regulations. She has also worked for the German Government on education and scientific research and in retail banking.

Ulrike holds a PhD and MA in Economics from the University of Sussex, an MA from the Central European University in Prague and a Diploma in Econometrics from Birkbeck, University of London. Ulrike's research focuses on evaluation and appraisal, non-market valuation especially in environmental goods and services and applied microeconomics. Ulrike holds a position as Reader in Economics at the University of Kent, is a member of the Advisory Board of the School for Business and Management at the Queen Mary University, London and a member of the Council of the UK Evaluation Society.
